Abstract

When students exhibit challenging behavior, schools often conduct functional behavior assessments (FBAs) to determine the function of the behavior. This allows for the development of a functionally equivalent behavior intervention plan (BIP) to help improve the student's behavior, and can also help districts document intervention efforts to provide a rationale for change of educational placements. First, we will review federal and case law on FBAs, then, we will present best practices for legally compliant developing FBAs and BIPs.

- Describe the requirements for functional behavior assessments under federal law
- Discuss relevant case law challenging the adequacies of functional behavior assessments and behavior intervention plans
- Discuss the components of functional behavior assessments and behavior intervention plans aligned with best practices.
